Box 479 <br /> 23390 E Flood Road <br /> Linden, CA 95236 <br /> Re: Scotts Hyponex Regional Composting Facility(39-AA-0026) Report of Composting Site <br /> Information Feedstock Amendment Review <br /> An application, CIWMB E-1-77, "Application for Solid Waste Facility Permit/Waste Discharge <br /> Requirements,"to amend the Report of Composting Site Information(RCSI)for the Scotts Hyponex <br /> Regional Composting Facility was received by the Environmental Health Department(EHD)on February <br /> 12,2007. The EHD has reviewed the amendment application package as required by Title(T)27 <br /> California Code of Regulations (CCR) §21665. <br /> The site is a green material composting facility that currently composts yard trimmings which include <br /> leaves, grass and tree trimmings. The amendment adds the following new compost feedstocks: rice hulls, <br /> grape pumice,paper fiber, chicken manure and steer manure. The new feedstocks rice hulls and grape <br /> pumice are consistent with the T14 CCR§17852 definition of"green material." The T14 CCR§17852 <br /> definition of a"green material composting facility" also allows the feedstocks manure and paper <br /> products. <br /> The amendment meets the requirements described in T27 CCR§21665 regarding the California <br /> Environmental Quality Act(CEQA), State Minimum Standards(SMS)for Composting facilities and the <br /> Solid Waste Facility Permit(SWFP). <br /> The EHD has determined that the facility operation changes specified in this amendment: <br /> • Will not create any adverse environmental impacts and is exempt from the requirements of <br /> CEQA. <br /> • Are acceptable and consistent with the SMS for Composting facilities stated in Title 14, Chapter <br /> 3.1,Articles 5, 6 and 7. <br /> • Do not conflict with the terms and conditions in the current SWFP. <br /> The EHD approves and files the amendment without revising the SWFP.
