Flood Road <br /> Linden, CA 95236 <br /> SCOTTS HYPONEX REGIONAL COMPOSITING FACILITY ADDITIONS OF <br /> AMENDMENTS, SAN JOAQUIN COUNTY <br /> On 6 March 2007, Regional Water Board staff received a letter from San Joaquin County <br /> Environmental Health Department (dated 28 February 2007) approving the addition of <br /> amendments to green waste at Scotts Hyponex Regional Compositing Facility. These <br /> amendments include rice hulls, grape pumice, paper fiber, chicken manure and steer manure. <br /> Staff believes the addition of these amendments have the potential to affect water quality. <br /> Therefore, per California Code of Regulations Title 27 (Title27) Section 21710 the Regional <br /> Water Board staff request a Report of Waste Discharge. These regulations can be found at <br /> hftp://www.waterboards.ca.gov/cwphome/land/docs/T27W9T2df for more detail of what is <br /> required in a Report of Waste Discharge. <br /> Upon submittal of the Report of Waste Discharge, staff will review the information and <br /> determine if Waste Discharge Requirements (WDRs) or a conditional waiver is required. This <br /> decision will be based on the character of the potential waste (i.e. leachate and stormwater) <br /> from the compositing facility. Please note that the addition of these amendments before <br /> WDRs or a waiver are adopted is prohibited. <br /> Also please submit a Form 200 (http://www.waterboards.ca.gov/sbforms/form200.2df) with the <br /> above requested Report of Waste Discharge.
