Box 4025 <br /> 1001 1 Street <br /> Sacramento, CA 95812-4025 <br /> RE: Scotts San Joaquin County Regional Composting Facility(SWIS#39-AA-0026) Five Year <br /> Review <br /> The Environmental Health Department(EHD)has finished the Five Year Permit Review and found no <br /> changes to the facility design or operation. However,the existing Solid Waste Facility Permit(SWFP) <br /> has the following items which require updating or correction: <br /> • Page 4,LEA condition 6 states that"The facility shall meet the requirements of Waiver of Waste <br /> Discharge Requirements(WDRs No. 95-021)." This condition should be removed from the <br /> permit since this Waiver of WDRs sunsetted due to Senate Bill 390 and is no longer in effect. <br /> • Page 4,LEA condition 12a states that the incoming waste amount is 50 tons per day. This is a <br /> typo. The correct value is 500 tons per day and is stated in the Report of Compost Site <br /> Information and the front page of the permit. <br /> • Page 2, Section 15, "The following documents describe and/or restrict the operation of the <br /> facility." The new feedstock amendment, dated 2/2007,needs to be added to this section. The <br /> WDR order 95-021 needs to be removed from this section since it is no longer in effect. <br /> The EHD has directed the operator to submit an application for a permit modification(form CIWMB E-1- <br /> 77)within 30 days. Once the application is received,the EHD will update the permit, satisfy the noticing <br /> requirements for permit modifications and send it to the California Integrated Waste Management Board <br /> (CIWMB).
