Flood Road <br /> Linden, California 95236 <br /> SITE INSPECTION OF THE SCOTTS COMPANY FACILITY, LINDEN, SAN JOAQUIN <br /> COUNTY <br /> The Regional Water Quality Control Board (Regional Water Board) staff conducted a site <br /> inspection of the Scotts Company facility in Linden, San Joaquin County. The purpose of the <br /> site inspection was to review the facility's SWPPP, make observations pertaining to the facility <br /> operations, and to determine how contact and non-contact storm water is managed or <br /> contained on site. Staff reviewed the SWPPP, which was found to be in good order. The <br /> facility implemented the storm water Best Management Practices ( Ps) described in the <br /> SWPPP. However, several storm water samples taken in February 2007 exceeded <br /> Sacramento-San Joaquin Rivers Basin Plan water quality objectives for specific conductance, <br /> total phosphorous, iron, and lead as presented in Table 1 (attached). Scotts stated they will <br /> prepare an Annual Storm Water Report, which discusses the exceedences and additional <br /> plans to correct the water quality violations noted above. <br /> Staff observed near the western compost pad discolored, standing water that appeared to <br /> contain high organics typical of composting leachate. The discolored water appeared to have <br /> drained south over native grasses toward two small drainage basins. Staff requests that <br /> Scotts personnel collect a sample of the discolored water from the drainage basins. The <br /> samples should be analyzed for the constituents listed in Table 2 (attached). <br /> Furthermore, staff is concerned about storm water that is discharged to the lower section of <br /> Potter Creek where significant flora and fauna exist. Staff requests Scotts personnel collect a <br /> sample of the water found in the lower section of Potter Creek. This area is adjacent to the <br /> manure stockpile. The samples should be analyzed for the constituents in Table 2. <br /> Please review the attached Site Inspection Report and the attached Tables.
