Box 4025 <br /> 1001 I Street <br /> Sacramento, CA 95812-4025 <br /> SUBJECT: Scotts San Joaquin County Regional Composting Facility (39-AA-0026) Solid Waste <br /> Facility Permit Modification Package <br /> The Environmental Health Department(EHD) received a Solid Waste Facility Permit(SWFP) application <br /> package on May 22, 2007 to modify the SWFP for the Scotts San Joaquin County Regional Composting <br /> Facility (39-AA-0026). The EHD has made the following findings: <br /> 1. The SWFP package is complete and correct in accordance with Title 27 California Code of <br /> Regulations(T27 CCR) §21563(d)(1-2). <br /> 2. The Report of Composting Site Information meets the requirements of Title 14 CCR §17863. <br /> 3. The proposed SWFP changes are consistent with the existing California Environmental Quality <br /> Act(CEQA) document: Negative Declaration, SCH#93102034. <br /> 4. The proposed SWFP changes are nonmaterial changes as specified in T27 CCR §21563(d)(5). <br /> The following SWFP changes are proposed: <br /> 1. Page 2, section 12 and 14: "Report of Disposal Site Information"was changed to the actual <br /> document name of"Report of Composting Site Information." <br /> 2. Page 2, section 15: The RCSI amendment dates were corrected and updated. <br /> 3. Page 2, section 15: The waiver of Waste Discharge Requirements Order#95-021 was removed <br /> since this document is no longer in effect due to Senate Bill 390. <br /> 4. Page 3, section 16, part 3: The specific regulation, "714 CCR §17868.3", was added for <br /> clarification. <br /> 5. Page 3, section 16, part 6 and 7: The regulation reference was updated. "714 CCR§17868.1" <br /> replaces "714 CCR §17887." <br /> 6. Page 4, section 17, part 5: The regulation reference was updated. "714 CCR §17850"replaces <br /> "Section 17851." <br /> 7. Page 4, section 17, part 6: "The facility shall meet the requirements of Waiver of Waste <br /> Discharge Requirements(WDR's No. 95-021)"was changed to the more general statement, "The <br /> facility shall meet the requirements of the Central Valley Regional Water Quality Control Board." <br /> 8. Page 4, section 17, part 10: Soluble Threshold Limit Concentration(STLC) and Total Threshold <br /> Limit Concentration(TTLC) were spelled out. <br /> 9. Page 4, section 17, part 12a: "Amounts of incoming wastes to be processed must not exceed <br /> 75,000 tons per year or 50 tons per day"was corrected to "Amounts of incoming wastes to be <br /> Page 1 of 2 <br />
