Flood Road <br /> Linden, California 95236 <br /> SITE INSPECTION OF THE SCOTTS COMPANY FACILITY, LINDEN, SAN JOAQUIN <br /> COUNTY <br /> The Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff <br /> conducted a site inspection of the Scotts Company facility in Linden, San Joaquin County. <br /> The purpose of the site inspection was to evaluate the site's readiness for the 2008/2009 wet <br /> season and to observe Scotts progress with site recommendations made in the 2007/2008 <br /> Annual Report dated 30 May 2008. <br /> Based on the site inspection conducted 28 October 2008, it appeared that Scotts had not <br /> performed the necessary activities to prepare the facility for the upcoming wet season. The <br /> southern portion of the site had not been graded to drain and existing BMPs in place were in <br /> need of replacement or modification. The southern portion of the site was also in need of <br /> general housekeeping where storm water flows offsite and into Potter Creek. The existing <br /> "ash" stockpile BMPs also requires reconditioning and/or modification. Staff observed manure <br /> from the facility's stockpile discharge into the surface water of Potter Creek. This is a violation <br /> of the industrial storm water permit and immediate repairs are required. <br /> Staff's observations indicate that replacement and/or modification of existing BMPs is required <br /> including grade to drain the southern portion of the facility where ponded runoff accumulates in <br /> addition to other low surfaces noted during the inspection. Scotts shall evaluate their current <br /> BMPs and prepare a plan by 28 November 2008 that includes a schedule of when site BMPs <br /> will be replaced or modified.
