Exhibit A <br /> BASES FOR ZONING RECLASSIFICATION <br /> a) The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br /> applicable Specific Plan; <br /> • The proposed R-L (Low Density Residential) and C-G (General Commercial)zones <br /> are implementing zones of the R/L (Low Density Residential) and C/G (General <br /> Commercial) General Plan designations and therefore are consistent with the <br /> General Plan. The proposed R-L zone classification generally applies to residential <br /> neighborhoods in Urban Communities and City Fringe Areas (General Plan, 3.1 <br /> Community Development Element, pg. 3.1-30). The project parcel is located within <br /> the unincorporated urban community of Stockton and is adjacent to future <br /> residential development projects. <br /> b) The proposed zone district is reasonable and beneficial at the time, <br /> • The proposed Zone Reclassification is reasonable and beneficial at this time. The <br /> proposed R-L (Low Density Residential) portion of the project site has been <br /> designated for residential development since 1992, and the proposed C-G (General <br /> Commercial) area has been designated for commercial development since 2016. The <br /> future commercial development is anticipated to serve the neighboring residential <br /> areas, and is expected to generate employment opportunities for the vicinity. The <br /> site will be served by public water, sewer, and storm drainage services which will be <br /> available at this site at the time of development. Additionally, approving the Zone <br /> Reclassification will likely result in development of a residential subdivision, which <br /> will help implement the housing goals of San Joaquin County. <br /> Ordinance Template 01/2017 -2- <br />
