SAN JOAQUIN FARM BUREAU FEDERATION <br /> MEETING TODAY'S CHALLENGES/PLANNING FOR TOMORROW <br /> July 27,2022 <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> Attn:Stephanie Powers <br /> 1810 East Hazelton Avenue <br /> Stockton,CA 95205 <br /> RE:PA-2000152(ZR) <br /> Dear Ms.Powers: <br /> The San Joaquin Farm Bureau Federation is San Joaquin County's oldest agriculture organization, <br /> dedicated to the advancement of agriculture for over 100 years.We are committed to the protection <br /> of the natural resources that our industry depends on, including land. Being that protecting the <br /> prime farmland in our county is one of our highest priority,we oppose this application to amend <br /> the zoning of this parcel. Permanently impairing prime agricultural Iand for residential <br /> development has long term economic consequences and the land can never be recovered. <br /> In regard to this application,the land has had a long history of agricultural production.Because <br /> this application will reclassify the zoning from AU-20 (Agriculture-Urban Reserve, 20 Acre <br /> Minimum)to C/G(General Commercial), it is subject to the San Joaquin County Agricultural <br /> Mitigation Ordinance. <br /> Section 9-1080.3(a)(2)provides that the county shall require agricultural mitigation for: <br /> "A Zoning Reclassification that changes the permitted uses from agriculture to a <br /> nonagricultural use,regardless of the General Plan designation" <br /> This section is directly applicable to this project because it is a zoning reclassification for a zone <br /> in which the permitted uses are agriculture to a residential zone.Furthermore,this section speaks <br /> to the fact that mitigation is still required even though the zone is being reclassified to implement <br /> the current General Plan designation of AU-20. <br /> We ask that the applicant furnish the requisite agricultural mitigation under section 9-1080.Please <br /> keep us informed as this project moves forward. <br /> Sincerely, <br /> D3 <br /> David Strecker <br /> President <br /> 3290 NORTH AD ART ROAD•(209)931-4931•STOCKTON,CALIFORNIA 95215 <br /> PA-2000152 (ZR) Informational Letters 30 <br />
