BASES FOR ZONE RECLASSIFICATION <br /> Development Title Section 9-812.4 states that prior to approving an application for a Zone Reclassification, <br /> the Planning Commission and Board of Supervisors shall determine that all of the following are true: <br /> a) The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br /> applicable Specific Plan; <br /> • The proposed R-L (Low Density Residential) and C-G (General Commercial) zones are <br /> implementing zones of the R/L (Low Density Residential) and C/G (General Commercial) <br /> General Plan designations and therefore are consistent with the General Plan.The proposed <br /> R-L zone classification generally applies to residential neighborhoods in Urban <br /> Communities and City Fringe Areas (General Plan, 3.1 Community Development Element, <br /> pg. 3.1-30). The project parcel is located within the unincorporated urban community of <br /> Stockton and is adjacent to future residential development projects. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • The proposed Zone Reclassification is reasonable and beneficial at this time.The proposed <br /> R-L(Low Density Residential)portion of the project site has been designated for residential <br /> development since 1992, and the proposed C-G (General Commercial) area has been <br /> designated for commercial development since 2016.The future commercial development is <br /> anticipated to serve the neighboring residential areas, and is expected to generate <br /> employment opportunities for the vicinity. The site will be served by public water, sewer, <br /> and storm drainage services which will be available at this site at the time of development. <br /> Additionally, approving the Zone Reclassification will likely result in development of a <br /> residential subdivision,which will help implement the housing goals of San Joaquin County. <br /> PA-2000152 (ZR) Bases 1 <br />
