A J OA U I Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> RAMOS OIL-FRENCH CAMP 1 10842 S HARLAN RD, FRENCH CAMP October 29, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 203 CCR 2712(b)(1-2) Failure to maintain monitoring records for 36 months and maintenance records for 60 months. <br /> OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. <br /> -The 10//8/2018 Overfill prevention test results were not on site at the time of inspection. <br /> -The 10/31/2019 Monitoring system certification form test results were not site at the time of inspection. <br /> REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records <br /> include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance <br /> records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs <br /> of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of <br /> inventory readings and reconciliations. <br /> CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the <br /> last three years on site and submit copies to the EHD. <br /> This is a minor violation. <br /> 206 CCR 2712(1), 2634(e) Failure to have a current UST Response Plan available on site. <br /> OBSERVATION: An approved copy of the response plan was not available for inspection. <br /> REGULATION GUIDANCE: A copy of this plan shall be accessible on site at all times. <br /> CORRECTIVE ACTION: Immediately locate and retain a copy on site. <br /> This is a repeat violation, Class II. <br /> 208 CCR 2716(a-e) Failure to comply with the designated operator inspection requirements. <br /> OBSERVATION: The designated operator failed to check and note all required items on the visual inspection <br /> reports. The incorrect and missing information included the following from the inspection reports: <br /> -The DO reports of 11/25/19, 12/23/19, 1/20/20, 2/17/20, 3/16/20, 4/12/20, 5/10/20, 6/7/20, 7/4/20, 8/1/20, 8/29/20 <br /> and 9/26/20 left question 9 blank ( unanswered) <br /> REGULATION GUIDANCE: During the visual inspection, the designated operator shall check that all required <br /> testing and maintenance for the UST system have been completed and shall check all required items on the report. <br /> CORRECTIVE ACTION: Ensure that designated operators performing visual inspections at this facility are including <br /> all of the required information on the reports. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> FA0006898 PR0505615 SCO01 10/29/2020 <br /> EHD 23-01 Rev.9/16/2020 Page 5 of 6 Underground Storage Tank Program OIR <br /> 1868 E.
