The proposal will involve the development of about 3 to 4 acres of land immediately adjacent to the existing 1 1/2 acre site. The newly constructed facilities will consist of a resource recovery building, a scale and scale house, and a below-grade loading ramp. Newly acquired equipment to be used in the resource recovery operation consists of two tractor-trailers, one crawler-dozer, and other miscellaneous equipment. More specific information on the proposed facilities is contained in the facility's plot plan which is enclosed. The proposed expansion is consistent with the findings identified on the current solid waste facilities permit (item I. , B. ) and is documented in and in agreement with the San Joaquin County Solid Waste Management Plan (Appendix G). The proposed expansion will result in increased waste volumes being handled and, as such, will contribute towards the site being operated in a manner more consistent with the original facilities permit for a 'Ifle-volume transfer station. For these reasons it is the judgment of the San Joaquin L'o5al—Realth District that the changes made do not warrant the filing for an amended permit. Enclosed please find a copy of solid waste facilities permit 39-AA-017 as revised. The concurrence of the State Solid Waste Management Board in the permit revisions is requested.
