I Health and Safety Plan I Underground Tank Program Tank Removal or Over-Excavation Resample t INTRODUCTION i PURPOSE AND SCOPE The Health and Safety Plan, For underground tank removal/aver-excavation provides for the protection of on-site personnel and the surrounding community during site characterization activities. The requirements,specifications and procedures presented with-the plan will apply to:ill personnel on-site, including emplayem subcontractors, site visitors and regulatory agency personnel. HAZARD ANALYSIS The most significant risk associated with petroleum contaminated soil is exposure to aromatic compounds.Skin contact-will be eliminated by use of clothing,eye wear, and gloves and the inhalation hazard will be minimized using appropriate respiratory protective devices as determined by on-site aur moniroring: The Safety Coordinator/Project Manager will establish an exclusion zone encompassing a 50- foot radius From the work area. Access Within this zone will be limited to required personnel. Total organic vapors will be monitored within the exclusion zone usin�a photoionization detector (PID) calibrated for benzene, the most toxic of the aromatic hydrocarbons. Current enforceable and recommended exposure limitations For potential site contaminants are presented in Table 1. I PERSONAL PROTECTIVE EQUIPMENT minimum of U.S. EPA level D protection will be required within the exclusion zone for any workers engaged in sample collection or other activities on this site. Level D protection will include: I Disposable Tyvek coverall (when in contact with contaminated material) o Boots with steel toe C .Splash goggles or safety glasses Y Chemical resistant disposal gloves (when in contact with contaminated materia)) . ! E Level C protection will be required if PID readings exceeding 10 ppm over background concentration are recorded in the workers' breathing zone.
