Observed oily residue in the secondary containment for the 30-gallon drum <br /> containing used oil that was not cleaned up. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean the oil leak on the pavement and the oily residue on the secondary <br /> containment. Manage the waste according to Title 22 California Code of Regulations for hazardous waste. Submit <br /> a statement and supporting documentation to the San Joaquin County Environmental Health Department describing <br /> the storage and final disposition of the cleaned up waste. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage container was observed on-site: <br /> -One 30-gallon drum containing hazardous waste aerosol cans was observed without a lid <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
