SAN JOAQUIN <br /> Environmental Health Department <br /> U ;"li .y <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Mizkan America, Inc. 1400 E WATERLOO RD, STOCKTON October 20, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 90 days or no accumulation start date: one 5-gallon container of metal fines was observed in the <br /> hazardous waste accumulation area, accumulation start date was missing from the hazardous waste label and as <br /> such it couldn't be determined how long this waste was stored onsite. <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month,the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f)Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. One 5-gallon <br /> container of metal fines was observed in the hazardous waste accumulation area,the accumulation start date was <br /> missing from the hazardous waste label and as such it couldn't be determined how long this waste was stored <br /> onsite, hazardous properties were identified as"other". <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents),accumulation start date <br /> CORRECTIVE ACTION: Immediately label all containers of hazardous waste as required. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Onsite for a closure hazardous waste inspection, facility was recently purchased by Morningstar(Merced) and is <br /> in the process of ownership transfer and dismantlement. No facility activities that would generate hazardous <br /> waste were observed; although some residual hazardous waste was observed in the main hazardous waste <br /> storage area.
