northeast of Lodi's central district (see Figure T-1). The property contains <br /> approximately 20 acres and is located between Turner Road and the Mokelumne River. <br /> Refuse collection trucks leave the property between 6 and 8 a.m. each morning for solid <br /> waste pickup routes. They return each day between 10and noon. Most of them go out <br /> again on another route and these return between 2 and 4 p.m. This activity accounts for <br /> 250 loads per day hauled to this site. These trucks dump on the floor of the transfer <br /> station where the waste is segregated for recycling or compaction and transfer. <br /> Large transfer trucks make thirty trips per day of compacted waste to the Harney Lane <br /> Landfill, east of town or to the Kiefer Road disposal site in Southern Sacramento County. <br /> Additionally, approximately 100 vehicles from the general public visit the site each day <br /> to bring in refuse, cans, bottles, etc. Also, ten to fifteen truck loads of agricultural waste <br /> are brought to a composting area on site in the summer and fall. <br /> In summary, the transfer station currently generates the following traffic. <br /> Autos, pickups 100/day <br /> Medium trucks (20 - 30 tons) 250/day <br /> Heavy trucks (40 tons) 56 /day <br /> Total 415/day <br /> Average Daily Activity: 830 "trip ends"/day <br /> When transfer facility traffic is added to traffic that is produced by other facilities <br /> (concrete business) at the East end of Turner Road we estimate the average daily traffic <br /> (ADT) on this section of Turner Road to be about 1,000 vehicles. <br /> An estimate of the hourly activity at the transfer station is shown on Figure T-2. As <br /> shown on the graph the peak flow from this activity comes very early in the morning and <br /> again in the late morning to early afternoon when refuse trucks, transfer loads, public <br /> visits, agricultural waste trucks and trucks in for cleaning are all operating. <br /> Figure T-3 is a map showing ADT on major roads in the vicinity of the transfer station. <br /> Traffic figures shown were derived from counts by Western Planning &Engineering and <br /> City counts. The map also shows intersections where turning movement counts were <br /> made and traffic composition was recorded: i.e. autos/pickups; medium trucks (up to 12 <br /> tons) and heavy trucks. <br /> These counts were taken between 1 p.m. and 5 p.m. on Wednesday October 4, 1989. <br /> This period was selected because it combines peak traffic in and out of the transfer <br /> station with the highest conflicting flows on local streets. - <br /> Figure T-4 illustrates the percentage per hour of flow on local streets. This diagram was <br /> derived from National Cooperative Highway Research Report #187 and modified to <br /> reflect local hourly counts made by the City. <br /> 39 <br />
