SAN ,dDAQ U I N Environmental Health Department <br /> C0uNTY <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TRACY NISSAN 3195 NAGLEE RD, TRACY November 04, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 713 HSC 25201.16(e) Failed to manage UW aerosol cans in a manner that prevents the unauthorized release of waste. <br /> OBSERVATION: The facility is processing universal waste aerosol cans without developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans. <br /> Note: The UW aerosol cans are being stored the facility is processing universal waste aerosol cans by crushing and <br /> puncturing white lithium grease and transmission cooler flush aerosols and disposing of empty aerosol cans into <br /> dumpster. No aerosol can notification processing submittal has been made to San Joaquin County Environmental <br /> Health Department.Aerosol contents are not been contained in any container. <br /> REGULATION GUIDANCE: <br /> (4) The handler ensures that the processing operations are performed safely by developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans. This procedure shall, at a <br /> minimum, include all of the following: <br /> (A) The type of equipment to be used to process the universal waste aerosol cans safely. <br /> (B) Operation and maintenance of the unit. <br /> (C) Segregation of incompatible wastes. <br /> (D) Proper waste management practices, including ensuring that flammable wastes are stored away from heat and <br /> open flames. <br /> (E) Waste characterization. <br /> CORRECTIVE ACTION: Develop and implement a written operating procedure describing the safe processing of <br /> universal waste aerosol cans including all details listed in the REGULATION GUIDANCE above. Provide a copy of <br /> the procedure to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by December 4th, 2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
