URS <br /> September 13,2004 <br /> Mr. Robert McClellon <br /> Supervisor R.E.H.S. <br /> San Joaquin County Environmental Health Department <br /> 304 East Weber Avenue,Third Floor <br /> Stockton, California 95202-2708 <br /> Subject: Work Plan to Install Additional Gas Migration Monitoring Probes <br /> World Enterprises Site <br /> Stockton, California <br /> Dear Mr. McClellon: <br /> URS has prepared this work plan on behalf of RadioShack to install additional gas migration monitoring <br /> probes at the World Enterprises site in Stockton, California. This work plan was prepared as the first <br /> step to address San Joaquin County Environmental Health Department (SJCEHD)concerns identified in <br /> your letter dated July 13, 2004. This work plan was prepared based on our understanding of SJCEHD <br /> requirements following our discussions with you and Mr.Ted Tasiopoulos of your office. <br /> Enclosed with this letter work plan is a completed Well/Pump Permit application for the installation of the <br /> additional probes. Also enclosed is a check for the amount of$250 to cover the cost of the permitting fees <br /> for these activities. <br /> This proposal has been organized into the following sections: Background, Scope of Work,Permit, and <br /> Schedule. <br /> BACKGROUND <br /> The World Enterprises site is located in Stockton, California. This site was formerly permitted as a <br /> debris disposal site(debris from demolished buildings to include wood, rubble,concrete,and other fill <br /> materials). On April 7,2004, URS installed four gas-migration monitoring probes at the World <br /> Enterprises site(Figure 1).The installation was based on the proposed activities approved by SJCEHD <br /> in the work plan dated November 17,2003 and the work plan addendum dated December 12, 2003. <br /> Quarterly monitoring activities at the site were completed on July 9,2004. During the July 9,2004 <br /> monitoring activities,methane was measured within probe VW-4 at 18.9 percent. As a result of this <br /> methane measurement,SJCEHD transmitted a letter to RadioShack dated July 13,2004"requiring the <br /> site owner to submit a remediation plan within sixty(60)days receipt of this letter to EHD for methane <br /> gas releases at the site." Since the size of the methane plume is not known at this time,the transmittal of <br /> a remediation plan for methane gas releases at the site would be premature. Before preparing a <br /> remediation plan,a better understanding is needed of the extent of the methane plume along the northern <br /> property boundary of the site.
