<br />SPCC 263-KRC-TRACY PLANT 5 <br />3.0 Schedule for Implementation – 40 CFR 112.3(a) <br /> <br />Initial Date of Operation: Prior to August 2002 Previous Plan Date: February 14, 2014 <br /> Current Plan Date: December 16, 2020 <br /> <br />The following spill prevention-related equipment and procedures are scheduled to be installed or <br />implemented at the KRC TRACY PLANT: <br /> <br />• Routine monthly visual examination of all onsite oil product storage tanks. Monthly <br />inspections will be performed and documented using the form located in Appendix B. <br />Tanks are tested as required according to the Steel Tank Institute’s (STI) SP001 <br />Standard for the Inspection of Aboveground Storage Tanks, 6th Edition, issued January <br />2018. <br /> <br />• Monitor annular volume between primary and secondary tanks. <br /> <br />• Inspect secondary containment interior, record findings and seal outlets. <br /> <br />• Begin monthly inspections in first quarter of 2009. <br /> <br /> 4.0 Amendments to Plan by Regional Administrator – 40 <br />CFR 112.4 <br /> <br />HISTORY OF SPILLS LAST 5 YEARS <br /> <br />If a facility has discharged more than 1,000 US gallons of oil in a single discharge or more than <br />42 US gallons of oil twice within a 12-month period, the facility must submit documentation to <br />the EPA Regional Administrator. The Regional Administrator may then require the facility to <br />amend its SPCC Plan. <br /> <br />There have been no reportable oil product spills or discharges at this site in the last five <br />years. <br /> 5.0 Amendments to Plan by Owner – 40 CFR 112.5 <br /> <br />The Environmental Manager, California KRC or a qualified designee will conduct a review of <br />this SPCC Plan at a minimum of once every five years. Any amendments to this plan will be <br />documented and included on the Log of Plan Review and Amendments form in the beginning <br />of the Plan. Minor changes such as clerical errors, personnel changes, or other contact <br />information may be changed by management. Any change that occurs in the facility design, <br />construction, operation or maintenance which materially affects the facility’s potential for the <br />discharge of oil requires that the Plan be modified to reflect the facility change and that a <br />licensed Professional Engineer review and certify the Plan within six months of the facility <br />change. The Log of Plan Review and Amendments will be used to track the revisions to the <br />plan. <br />
