<br />SPCC 263-KRC-TRACY PLANT 16 <br />6.3 Containment and/or Diversionary Structures or Equipment <br />– 40 CFR 112.7(c) <br /> <br />Secondary containment for the fuel and oil storage tanks is described in Section 15.2. To <br />provide containment of a spill outside the tank containment features, ONSITE <br />PERSONNEL will implement the oil spill contingency plan (refer to Section 7.0). <br /> <br />Spill response equipment staged at the KRC TRACY PLANT consists of the following: <br /> <br />• Spill sorbent cloth (inside shop) <br />• Hand shovel <br />• Front end loader and bulk sand <br />• Absorbent <br />• Fire extinguishers <br /> <br />7.0 Oil Spill Contingency Plan – 40 CFR 112.7(d) <br /> <br />The procedures outlined in Appendices: <br /> C. INCIDENT REPORT <br /> D. SPILL RESPONSE DUTY CARD – OIL HANDLING EMPLOYEES <br /> E. SPILL RESPONSE DUTY CARD – INCIDENT COMMANDER <br />will be implemented in the event of an oil spill at the KRC TRACY PLANT. They are part of this <br />Spill Plan; they address KNIFE RIVER CORPORATION’S organizational structure for spill <br />response, the response steps to be taken in responding to an oil or hazardous substance <br />release, and spill notification and reporting procedures. <br /> <br />One copy of this SPCC Plan is maintained at the KRC TRACY PLANT along with other <br />environmental documents such as the hazardous material business plan, training records, and <br />Material Safety Data Sheets. A second copy of the SPCC Plan is maintained by the California <br />Environmental Manager, KNIFE RIVER CORPORATION office at 655 W Clay Street, Stockton, <br />CA 95206. <br /> <br /> <br />8.0 Inspections and Records – 40 CFR 112.7(e) <br /> <br />The condition of each tank, including its pipes, fittings, and secondary containment, is inspected <br />regularly by the General Manager or this designee. Appendix B. MONTHLY FACILITY <br />INSPECTION REPORT AND CHECKLIST identifies monthly and annual inspection items. The <br />inspection is documented on a log sheet maintained in the facility office. <br /> <br />In general, inspections are conducted according to the guidelines set forth in the Steel Tank <br />Institute’s SP001 Standard for the Inspection of Aboveground Storage Tanks, 6th Edition, issued <br />January 2018. <br /> <br />When any accumulation of precipitation is drained from secondary containment, the person <br />conducting the drainage will document the event on the log sheet, as described in Section 14.2. <br /> <br />
