SPCC 263-KRC-TRACY PLANT 16 6.3 Containment and/or Diversionary Structures or Equipment – 40 CFR 112.7(c) Secondary containment for the fuel and oil storage tanks is described in Section 15.2. To provide containment of a spill outside the tank containment features, ONSITE PERSONNEL will implement the oil spill contingency plan (refer to Section 7.0). Spill response equipment staged at the KRC TRACY PLANT consists of the following: • Spill sorbent cloth (inside shop) • Hand shovel • Front end loader and bulk sand • Absorbent • Fire extinguishers 7.0 Oil Spill Contingency Plan – 40 CFR 112.7(d) The procedures outlined in Appendices: C. INCIDENT REPORT D. SPILL RESPONSE DUTY CARD – OIL HANDLING EMPLOYEES E. SPILL RESPONSE DUTY CARD – INCIDENT COMMANDER will be implemented in the event of an oil spill at the KRC TRACY PLANT. They are part of this Spill Plan; they address KNIFE RIVER CORPORATION’S organizational structure for spill response, the response steps to be taken in responding to an oil or hazardous substance release, and spill notification and reporting procedures. One copy of this SPCC Plan is maintained at the KRC TRACY PLANT along with other environmental documents such as the hazardous material business plan, training records, and Material Safety Data Sheets. A second copy of the SPCC Plan is maintained by the California Environmental Manager, KNIFE RIVER CORPORATION office at 655 W Clay Street, Stockton, CA 95206. 8.0 Inspections and Records – 40 CFR 112.7(e) The condition of each tank, including its pipes, fittings, and secondary containment, is inspected regularly by the General Manager or this designee. Appendix B. MONTHLY FACILITY INSPECTION REPORT AND CHECKLIST identifies monthly and annual inspection items. The inspection is documented on a log sheet maintained in the facility office. In general, inspections are conducted according to the guidelines set forth in the Steel Tank Institute’s SP001 Standard for the Inspection of Aboveground Storage Tanks, 6th Edition, issued January 2018. When any accumulation of precipitation is drained from secondary containment, the person conducting the drainage will document the event on the log sheet, as described in Section 14.2.
