Regional Board staff comments on the <br /> PA/SI Update Report are provided below. <br /> General Comments <br /> 1. Regional Board staff notes the lack of timely reporting on this project. The field investigation <br /> presented in the PA/SI Update Report was conducted 16 months before the report was submitted for <br /> Regional Board staff review. A substantial petroleum release was detected in the Operation and <br /> Maintenance Shop (OMS) area and a bluish-white powder was discovered in the area of uplifted <br /> pavement in the Combined Support and Maintenance Shop (CSMS) area, but CANG did not report <br /> these findings prior to submittal of the PA/SI Update Report. Please explain why these findings <br /> were not reported promptly and why the report took 16 months to submit for regulatory review when <br /> it was submitted to the U.S. Army Corps of Engineers as an apparent"final" in September 2004 <br /> (Report Cover Letter from Mr. Tim Berger of Versar to Mr. Gary Krongard of USACE dated 8 <br /> September 2004). In the future, reports should be submitted in a more timely manner. <br /> 2. The PA/SI Update Report indicates a bluish-white powder was encountered in the uplifted pavement <br /> areas of the CSMS and it was tentatively identified as copper sulfate. The PA/SI Update Report does <br /> not provide any analytical results to support this identification or discuss which EPA analytical <br /> methods were used to test the powder. Discussion of the specific testing that was done along with <br /> the tabulated analytical results should be added to the PA/SI Update Report. <br /> Also, Regional Board staff request submittal of all analytical data on the bluish-white crystalline <br /> powder that CANG has collected by 4 November 2005. Furthermore, Regional Board staff request <br /> California Environmental Protection Agency <br /> �a�Recycled Paper <br />
