Mike Huggins and Robert McClellon of PHS-EHD conducted the
inspection. The facility is accepting green waste and cannery mud.The facility is accepting wood waste
and pallets to be chipped or ground.During the inspection a meeting was set to discuss the issues at the
site.
On August 25,2000 a meeting was held to discuss the site status. The issues discussed during the meeting
centered on the new waste streams that are now being accepted at the facility. I explained that cannery mud
is not feed and could not be accepted at the facility. The cannery mud is a waste from an industrial process
and must be taken to an approved disposal area.
You explained that the wood waste was an idea that did not work out.You indicated that the process of
grinding the pallets would stop.Mike Huggins explained that the process of chipping or grinding wood
requires a site approval or use permit. The wood that you intend to use as firewood must be kept in a
manner so as not to provide harborage for rodents. The firewood must be kept in area away from any
possible sources of ignition. The pallets must be remove to an approved disposal site or recycling facility at
least once a week.
The green waste is considered to be a solid waste and requires that all land use approvals and permits be
obtained prior to accepting the waste at the facility. The green waste that has been accepted at the facility
can stay at the facility provided that all of the litter is picked out of the green waste. The green waste must
be monitored to ensure that the temperature does not pose a fire risk. The facility is not to accept green
waste from this point forward.Any new proposed bedding material that is not widely used throughout the
industry must have prior approval by this department. The issues discussed in this letter must be resolved
prior to October 8,2000.
If you have any questions in regards to this matter you can contact Robert McClellon at(209)468-0332
Karen Furst,M.D.,M.P.H.
Health Officer
ZQUL
Robert McClellon,Lead Senior REHS
Environmental Health Division
A Division of San Joaquin County Health Care Services
