Schulte Road Logistics Center 4.1-14 <br />SJVAPCD 2016 Moderate Area Plan for the 2012 PM2.5 Standard <br />The SJVAPCD adopted the 2016 Moderate Area Plan for the 2012 PM2.5 Standard on September 15, 2016. This <br />plan addresses the EPA federal annual PM2.5 standard of 12 micrograms per cubic meter (µg/m3), established in <br />2012. This plan includes an attainment impracticability demonstration and request for reclassification of the SJVAB <br />from Moderate nonattainment to Serious nonattainment (SJVAPCD 2016b). <br />SJVAPCD 2018 Plan for the 1997, 2006, and 2012 PM2.5 Standards <br />The SJVAPCD adopted the 2018 Plan for the 1997, 2006, and 2012 PM2.5 Standards on November 15, 2018. This <br />plan addresses the EPA federal 1997 annual PM2.5 standard of 15 μg/m³ and 24-hour PM2.5 standard of 65 μg/m³, <br />the 2006 24-hour PM2.5 standard of 35 μg/m³, and the 2012 annual PM2.5 standard of 12 μg/m³. This plan <br />demonstrates attainment of the federal PM2.5 standards as expeditiously as practicable (SJVAPCD 2018a). <br />2020 RACT Demonstration <br />The SJVAPCD adopted the 2020 RACT Demonstration for the 2015 8-Hour Ozone Standard on June 18, 2020. San <br />Joaquin Valley is classified as an Extreme nonattainment area for the 2015 O 3 standard. The 2020 RACT <br />Demonstration includes a comprehensive evaluation of a ll NOx and ROG SJVAPCD rules to ensure that each rule <br />meets or exceeds RACT. The 2020 RACT Demonstration fulfills Clean Air Act requirements and demonstrates that <br />all federal RACT requirements continue to be satisfied in San Joaquin Valley (SJVAPCD 2020a). <br />Particulate Matter Attainment Plans <br />2007 PM10 Maintenance Plan and Request for Redesignation <br />On September 20, 2007, the Governing Board approved the 2007 PM10 Maintenance Plan and Request for <br />Redesignation (SJVAPCD 2007a). After achieving compliance with the annual and 24-hour NAAQS for PM10 during the <br />period from 2003 to 2006,3 the SJVAPCD prepared the 2007 PM10 Maintenance Plan and Request for Redesignation. <br />The plan includes future emission estimates through 2020 and, based on modeling, projects that SJVAB will continue <br />to attain the PM10 NAAQS through 2020. The plan does not call for adoption of new control measures. Measures <br />called for in the 2007 8-Hour Ozone Plan and 2008 PM2.5 Plan (discussed below) will also produce PM10 benefits; <br />however, the plan does include a contingency plan if future PM10 levels were to exceed the NAAQS. It also includes a <br />request that the EPA redesignate the SJVAB to attainment status for the PM10 NAAQS. On October 25, 2007, CARB <br />approved the SJVAPCD’s plan with modifications to the transportation conformity budgets. On September 25, 2008, <br />the EPA redesignated the SJVAB to attainment for the PM10 NAAQS and approved the PM10 maintenance plan. <br />2008 PM2.5 Plan <br />The SJVAPCD Governing Board adopted the 2008 PM2.5 Plan on April 30, 2008 (SJVAPCD 2008). This plan is <br />designed to assist the SJVAB in attaining all PM2.5 standards, including the 1997 federal standards, the 2006 <br />federal standards, and the state standard, as soon as possible. On July 13, 2011, the EPA issued a proposed rule <br />partially approving and disapproving the 2008 PM2.5 Plan. Subsequently, on November 9, 2011, the EPA issued a <br />final rule approving most of the plan with an effective date of January 9, 2012. However, the EPA disapproved the <br />plan’s contingency measures because they would not provide sufficient emissions reductions. <br /> <br />3 Attainment is achieved if the 3-year annual average PM10 concentration is less than or equal to 50 µg/m3 and the expected 24- <br />hour exceedance days is less than or equal to 1.
