Schulte Road Logistics Center 4.1-20 <br />is designated as “unclassified” or “unclassifiable.” The designation of “unclassifiable/attainment” means that the <br />area meets the standard or is expected to be meet the standard despite a lack of monitoring data. Areas that <br />achieve the standards after a nonattainment designation are re-designated as maintenance areas and must have <br />approved Maintenance Plans to ensure continued attainment of the standards. The California Clean Air Act, like its <br />federal counterpart, calls for the designation of areas as “attainment” or “nonattainment,” but based on the CAAQS <br />rather than the NAAQS. Table 4.1-2 depicts the current attainment status of the Project site with respect to the <br />NAAQS and CAAQS, as well as the attainment classifications for the criteria pollutants. <br />Table 4.1-2. EPA had previously classified the SJVAB as extreme nonattainment for this standard. The EPA approved the 2004 <br />Extreme Ozone Attainment Demonstration Plan (SJVAPCD 2004) on March 8, 2010 (effective April 7, 2010). Many applicable <br />requirements for extreme 1-hour ozone nonattainment areas continue to apply to the SJVAB. <br />2 Although San Joaquin Valley was initially classified as serious nonattainment for the 1997 8-hour ozone standard, EPA approved <br />San Joaquin Valley reclassification to extreme nonattainment in the Federal Register on May 5, 2010 (effective June 4, 2010). <br />3 On September 25, 2008, the EPA re-designated San Joaquin Valley to attainment for the PM10 NAAQS and approved the PM10 <br />Maintenance Plan. <br />4 San Joaquin Valley is designated nonattainment for the 1997 PM2.5 NAAQS. The EPA designated San Joaquin Valley as <br />nonattainment for the 2006 PM2.5 NAAQS on November 13, 2009 (effective December 14, 2009). <br />5 CARB has identified lead and vinyl chloride as toxic air contaminants with no threshold level of exposure for adverse health <br />effects determined. <br />In summary, the EPA has designated the SJVAB as a nonattainment area for the nat ional 8 -hour O3 standard, <br />and CARB has designated the SJVAB as a nonattainment area for the California 1 -hour and 8-hour O 3 <br />standards. The SJVAB has been designated as a nonattainment area for the California 24 -hour and annual <br />PM10 standards, a nonattainme nt area for the national 24 -hour and annual PM 2.5 standards, and as a <br />nonattainment area for the California annual PM 2.5 standard. The SJVAB is designated as unclassified or <br />attainment for all other criteria air pollutants.
