Draft Environmental Impact Report February 2021 <br />14800 W. Schulte Road Logistics Center 2-1 <br />2 Introduction <br />2.1 Purpose of the California Environmental Quality <br />Act Process <br />This Draft Environmental Impact Report (EIR) was prepared in accordance with the California Environmental Quality <br />Act (CEQA) to evaluate the potential environmental effects associated with implementation of the 14800 W. Schulte <br />Road Logistics Center (Project). It was prepared in accordance with Title 14, Section 15000 et seq. of the California <br />Code of Regulations (CEQA Guidelines), and the rules, regulations, and procedures for implementing CEQA as <br />adopted by the County of San Joaquin (County). Consistent with Section 15161 of the CEQA Guidelines, this <br />document is a project-level EIR and evaluates the potential environmental impacts associated with a specific <br />project. As the lead agency for the Project, the County must complete an environmental review to determine if the <br />Project could potentially result in significant adverse environmental effects. <br />CEQA Guidelines Section 15002 states that the basic purposes of CEQA are to: <br />• Inform governmental decision makers and the public about the potential significant environmental effects <br />of proposed government actions (including the discretionary approval of development projects) <br />• Identify the ways that environmental damage can be avoided or significantly reduced <br />• Prevent significant, avoidable damage to the environment by requiring changes in projects through the use <br />of alternatives or mitigation measures when the governmental agency finds the changes to be feasible <br />If a project will be approved involving significant environmental effects, the lead agency must also disclose to the <br />public the reasons why a governmental agency approved the project in the manner the agency chose. <br />This Draft EIR provides project-level analysis of the potential environmental effects related to implementation of <br />the Project. The level of impact analysis in this Draft EIR corresponds to the degree of specificity deemed <br />appropriate in accordance with CEQA Guidelines Section 15146. This Draft EIR addresses the potentially significant <br />environmental impacts that could occur as a result of construction and operation of the Project. This document also <br />identifies appropriate and feasible mitigation measures, where necessary, and includes Project alternatives that <br />could be adopted to reduce or avoid potential significant environmental effects. <br />This Draft EIR is an informational document for public agencies and members of the public, allowing informed <br />decisions to be made regarding the purpose, objectives, and components of the Project. This Draft EIR is the primary <br />reference document for the formulation and implementation of a Mitigation Monitoring and Reporting Program for <br />the Project, in compliance with California Public Resources Code (PRC) Section 21081.6. <br />2.2 Legal Authority and Lead Agency <br />This EIR was prepared in accordance with all criteria, standards, and procedures of CEQA (PRC Section 21000 et <br />seq.) and the CEQA Guidelines (14 CCR 15000 et seq.). <br />Pursuant to CEQA Section 21067 and CEQA Guidelines Article 4 and Section 15367, the County is the lead agency <br />under whose authority this EIR has been prepared. “Lead agency” refers to the public agency that has the principal
