Schulte Road Logistics Center 2-3 <br />For this Project, the California Department of Fish and Wildlife is a trustee agency, because the Project has the <br />potential to impact plant and wildlife species that are managed and protected by the state. (However, as discussed <br />further in Section 4.2, Biological Resources, the Project will ultimately result in a less -than-significant impact with <br />incorporation of mitigation). <br />2.4 Project Background and Overview <br />The Project would involve construction and operation of three single-story industrial warehouse buildings totaling <br />approximately 678,913 square feet (gross area, inclusive of office/mezzanine space). The Project would also <br />include required on-site circulation, parking, landscaping, and utility improvements. <br />The Project site is located within southwestern unincorporated San Joaquin County, California. The Project site is <br />located at 14800 West Schulte Road and is composed of one parcel (Assessor’s Parcel Number 209 -240-23). <br />Under existing conditions, the Project site is vacant and contains bare expanses of soil interspersed with ruderal <br />vegetation. The Project site was formerly used as a biomass energy facility, which was decommissioned and <br />demolished in 2019. <br />2.4.1 Requested Approvals <br />The following discretionary and ministerial actions under the jurisdiction of the County would be required. This Draft <br />EIR covers all state and local government and quasi-government approvals that may be needed to implement the <br />Project, whether or not they are explicitly listed in this section or elsewhere in this Draft EIR (14 CCR 15124[d]). <br />Discretionary Approvals <br />Community Development Director <br />• Site Approval. A review of the Project’s site design by the Community Development Director. <br />• Certification of Environmental Impact Report. Certify or reject this Draft EIR, along with appropriate CEQA <br />Findings and the Mitigation Monitoring and Reporting Program. <br />Ministerial Approvals <br />County of San Joaquin Subsequent Implementing Approvals <br />• Approvals for water, sewer, and storm drain infrastructure <br />• Issue grading permits <br />• Issue building permits <br />• Issue encroachment permits
