CEQA allows the lead agency to limit the detail of discussion of the <br />environmental impacts that are not considered potentially significant (PRC Section 21100; 14 CCR 15126.2[a] and <br />15128). CEQA requires that the discussion of any significant environmental effect be limited to substantial, or <br />potentially substantial, adverse changes in physical conditions that exist within the affected area, as defined in PRC <br />Section 21060.5. In accordance with CEQA Guidelines Section 15143, environmental impacts dismissed in an <br />analysis as clearly insignificant and unlikely to occur need not be discussed further in the EIR unless the lead agency <br />subsequently receives information inconsistent with the finding. <br />As part of the NOP scoping process, environmental issue areas identified in the Initial Study prepared for the Project <br />that were found to have no impact or a less-than-significant impact are provided in the Initial Study (Appendix A), <br />and Chapter 5, Effects Found Not to Be Significant, of this Draft EIR. Thus, with the exception of the impact <br />discussion in the Initial Study and Chapter 5 of this Draft EIR, these environmental issues are not discussed at <br />further length in this Draft EIR: <br />• Aesthetics <br />• Agricultural and Forestry Resources <br />• Geology and Soils <br />• Hazards and Hazardous Materials <br />• Hydrology and Water Quality (with regard to surface water or groundwater quality; drainage patterns related <br />to erosion, surface runoff, stormwater, or flood flows; flood hazard, tsunami, or seiche zones) <br />• Land Use and Planning <br />• Mineral Resources
