He <br /> also asked why County ordinance requires an audited financial statement to accompany a <br /> Collector's License application. <br /> San Joaquin County Ordinance Code, Chapter 2, Section 5-2202, specifies that the collection and <br /> transportation of commercial and industrial solid waste shall be open to competition and subject <br /> to obtaining a County business license and County commercial and industrial solid waste <br /> collection license, through application with the Department of Public Works. The exemption <br /> provisions outlined in the Ordinance Code, Chapter 3, Section 5-2300, do not apply to this <br /> business operation since it collects and transports solid waste beyond what is authorized in the <br /> exemption section (building construction and demolition waste only). Additionally, this section <br /> has no exemption provision based on the size of the business or number of loads hauled per year. <br /> The County requirement for submittal of an audited financial statement with the Collector's <br /> License application is to assure that the business is financially viable and has a stable operating <br /> history before it's considered by the County for issuance of a license. <br /> The attached chronology prepared by Robert McClellon, Supervising RENS, further describes <br /> the EHD activities associated with this business. <br /> If you have any additional questions,please contact me at 468-3429. <br /> Attachment <br />
