Box 1429
Lathrop, CA 953301
Subject: Glass Limits Soil Excavation Report
WINDELER RANCH GLASS DISPOSAL
640 West Mossdale Road, Lathrop, California
Dear Mr. Brown:
At your request, Advanced GeoEnvironmental, Inc. (AGE) has prepared this Glass Limits Soil
Excavation Report for the property at 640 West Mossdale Road, Lathrop, California. The
investigation was performed to determine the extent of an area formerly used for glass disposal on
site. The location of the site is illustrated on the Location Map provided in Appendix A.
The scope of work included submittal of a work plan and regulatory oversight fees to the San
Joaquin County Environmental Health Department (EHD), and the excavation of a series ofpotholes
to determine the extent of the area formerly used for glass disposal. Soil samples were collected as
directed by the San Joaquin County Environmental Health Department (EHD) for laboratory
analysis.
The site is located in an agricultural field adjacent to the San Joaquin River, in a
commercial/agricultural area of un -incorporated San Joaquin County near Lathrop, California.
Sometime around 1908, the San Joaquin River flooded a portion of the site, and gouged out an
irregularly shaped hole up to approximately 15 -feet deep. In 1966 the site began operation as a
disposal site. It is our understanding that the flood hole was, at that time, used for the disposal of
waste glass, or "cullet", and related solid wastes resulting from the manufacturing operations of the
Libby Owens Plant. Stockpiled waste materials were hauled to the waste site where they were placed
into the hole and then covered with approximately 4 -feet of fill soil. The fill soil was obtained by
tractor and scraper or dragline from the bottom of the hole that was still to be filled.
837 Shaw Road, Stockton, California 95215
Telephone (209) 467-1006 Fax (209) 467-1118
