The project site is located <br />on the east side of Mosadale Road and includes the property at 640 W Mossdale <br />Road (APN 239-030-09), a closed disposal site operated from 1966 to 1982. <br />The San Joaquin County Environmental Health Department (EHD) reviewed the <br />quarry application and determined that a site investigation should be done before <br />the start of the quarry excavations pursuant to Title 27 California Code of <br />Regulations §21100. <br />A work plan was submitted and approved, and the site investigation was <br />conducted on December 12, 2007, in the presence of the EHD, The boundaries <br />of the disposal site were determined and soil samples were taken to be analyzed <br />by an approved laboratory for identification of the waste characteristics, The lab <br />results from six samples taken were received and reviewed by the EHD. Lab <br />results indicate elevated levels of hydrocarbons and heavy metals within areas of <br />buried waste at the site. <br />t 11rtW1 APP rl H 1 <br />In a letter dated February 13, 2007, the EHD recommended that the site be <br />"clean closed" in accordance with a clean closure plan approved by the EHD. No <br />plan has been submitted for clean closure. Other options for the site include <br />stabilization or consolidation and cap. <br />
