The process of removing all of the buried waste at the site is called "clean-closure." To <br /> begin, you would need to submit to the EHD a clean-closure plan. In the plan you would need the following: <br /> (1) a detailed implementation schedule for clean closure activities; <br /> (2) a characterization of the site conditions to define the extent and character of wastes present and the <br /> levels and extent <br /> of any soil contamination; <br /> (3) a description of the excavation and the material management procedures to be followed; <br /> (4) a description of health and safety procedures (including trained personnel on site)to be followed and <br /> specific measures to protect public health and safety during clean closure activities; and <br /> (5) a detailed schedule for disbursement of funds for closure activities. <br /> Information relating to clean-closure and the clean-closure plan can be found in Title 27, Sections 21090 (f) and <br /> 21810 of the California Code of Regulations (CCR).
