The first step would be to submit a
clean-closure plan per Title 27 Section 21090(f). According to Title 27 Section 21810,the clean-closure plan must contain
the following:
(1) a detailed implementation schedule for clean closure activities;
(2) a characterization of the site conditions to define the extent and character of wastes present and the levels and
extent of any soil contamination;
(3) a description of the excavation and material management procedures to be followed;and
(4) a description of health and safety procedures to be followed and specific measures to protect public health and
safety
during clean closure activities(site specific health and safety plan, levels of safety training for staff, contingency
plan for unknown hazardous waste).
You can find these regulations at http://www.calrec cly e.ca.gov/. Once on the website,click on"laws and regulations"on the
left hand side. On the next page click on"Current CalRecycle Regulations." Then on the following page click on"Title 27,
CCR." Mossdale Road, Lathrop, CA. We are
pleased to advise that the company will recycle the glass which, from an environmental
stand-point, appears to be a win-win for all. Essentially, the company has offered to pay us
to dig up the glass, screen out the trash, and load it into their trucks for recycling. This
would require shifting and digging below the four feet of cover at this location to remove
the glass for recycling.
What is the process that we must go through in order to get approval for this? Also, please
let me know what information is required from us to get the approval for this vital glass
recycling work? I appreciate your help on this.
Thank you.
Mike Brown
7/7/2011
