I.C. ) - A system of <br /> 16 classifying industries as identified in the S. I .C. Manual , <br /> 17 1972 , Office of Management and Budget. <br /> 18 TOC - Abbreviation for Total Organic Carbon. <br /> 19 Unpolluted Water - Water to which no waste constituent has <br /> 20 been added either intentionally or accidentally. <br /> 21 User - Any person who discharges , or causes a discharge <br /> 22 of, wastewater directly or indirectly to a public sewer. <br /> 23 User Agency - County, or any District, or other public <br /> 24 body duly organized under the laws of the State of California, <br /> 25 which public body collects and discharges wastewater into the <br /> 26 Regional System. <br /> 27 Waste - Sewage and any and all other waste substances , <br /> 6 - <br /> • CO.
