1 system components used by both City and County. The allocated <br /> 2 cost to County shall be the same proportion of the total cost <br /> 3 of each component as the allocated County capacity bears to the <br /> 4 total capacity of that component. Such capital cost consid- <br /> 5 erations shall apply to: <br /> 6 a. Existing interceptor sewers , and <br /> 7 b. Existing pump stations <br /> 8 2 . Cash flow costs , which are a proportion of the debt <br /> 9 service costs to City during the construction of the RWCF <br /> 10 expansion and improvement projects . The share of each cash <br /> 11 flow cost to be assigned to County is the percentage of such <br /> 12 City costs which is represented by the ratio -of the capacity <br /> 13 used by County to the total capacity provided by City , in each <br /> 14 component where joint use occurs. <br /> 15 3 . Continuing expenses of the Wastewater Capital Reserve <br /> 16 Fund accumulations mandated by State regulations and the prin- <br /> 17 cipal and interest on long term debt related to improvements to <br /> 18 RWCF, and annual capital outlay costs for those facilities used <br /> 19 by County and City. <br /> 20 4 . Future capacity costs , to be assessed to those who <br /> 21 will benefit (i. e. new users who connect to the Regional System <br /> 22 after the effective date of beginning of operations pursuant to <br /> 23 the provisions of this Agreement) . <br /> 24 B. Operation and Maintenance Costs <br /> 25 Operation and maintenance costs include , but are not <br /> 26 necessarily limited to, all expense for labor, materials , <br /> 27 contract services , special services, chemicals , energy, supplies, <br /> 17 - <br /> 0 CO COV'15F.- � <br />
