SECTION 4 . EFFECTIVE DATE OF BEGINNING OF OPERATIONS <br /> For the purpose of this Agreement the date on which <br /> .` sewage -flow is first permanently diverted - from any unincorporated <br /> area to the- Regional System shall be the effective date of beginning <br /> of,.operations pursuant to this Agreement. for such area. <br /> SECTIONS. CITY OF STOCKTON REGIONAL SYSTEM <br /> City shall use its existing facilities and shall provide, <br /> acquire, enlarge and construct facilities for the common transmission -`. <br /> treatment -and disposal- of wastewater, and .disposal 'of byproducts of <br /> such treatment as needed to implement the Regional System to accom- <br /> plish the purpose of this Agreement, . .Such Regional System .shall <br /> consist of- interceptor sewers, pumping stations on such transmission:*_,.: ' <br /> mains and the treatment and disposal facilities . The Regional System, <br /> other 'than the portions in the unincorporated area, shall"be owned <br /> solely by City. <br /> City is committed to the renovation of wastewater through <br /> tertiary wastewater treatment processes and also is likely to under- <br /> take studies for wastewater renovation and reuse to supplement <br /> sources of water supply. Such reuse of treated wastewater may g6ces51- j <br /> tate more stringent quality requirements for discharge into the <br /> Regional System than is required by other regul-atory agencies. <br /> SECTION 6. ROLE OF CITY <br /> City shall administer this Agreement and shall do all acts <br /> necessary to the proper execution for the maximum public benefit and <br /> the common purpose. This shall be. accomplished by regulating sewer <br /> use and wastewater discharges , by providing fair and equitable <br /> distribution of the Regional System costs , and by providing procedures <br /> j <br /> 8 <br />
