This project consists of Site Approval appication <br />for a gas station complex to include a convenience store, a rest aurant, 6 fuel pumps, 2 underground fuel tanks, and 1 <br />aboveground propane dispensing station (Use Type: Gasoline Sales -Combination; Eating Establishment - <br />Convenience). The project prop:,ses the construction of a 3,462-square-foot convenience store; a 900-square-foot <br />restaurant; and a 4,650-square-foot fuel canopy. The parcel is served by California Water Service, City of Stockton Sewer <br />Dist rict, and East Stockton S torm Dra inage. The business proposes to operate 24 hours per day, 7 days per week. The <br />project site is on the southwest corner of East Fremont Street and North Oro Avenue, 500 feet west of North Gertrude <br />Avenue, Stockton (APN/Address 143-330-29/4010 East Fremont Street, Stockton). <br />San Joaquin County is a signatory t o San Joaquin County Multi-Species Habitat Conservation a nd Open Space P lan <br />(SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, <br />and ensures that the impacts are mitigated below a level of significance in com pli ance w ith the Ca lifornia Environmenta l <br />Quality Act (CEQA). The LOCAL J URISDICTION retains responsibility f o r ensuring that the appropriate Incidental T ake <br />Minimization Measure are properly implemented and monitored and that appropriate fees are paid in compliance w it h the <br />SJMSCP. A lthough participation in the SJMSCP is voluntary, Local J urisdiction/Lead Agencies should be aware that if <br />project appl icants choose against partic ipating in the SJMSCP, they will be requi red to provide alternative mitigation in an <br />amount and kind equal to that provided in the SJMSCP. <br />This Project is subject to the SJMSCP. This can be up to a 30 day process and it is recommended that the project <br />applicant contact SJMSCP staff as early as possib le. Jncidetllal Take Mini mi zation Measures (lTM:\-fs) will be i!sued to lhe project and must be signed by 1he project appl icant prior to any <br />ground diswrbance but no later th an six (6) months from receipt of the ITM.i\-ls. lflTM.Ms are not signed within si x months. the applicant <br />must reapply for SJMSCP Coverage. Upon receipt ofsig_n ed ITM Ms from project app licant. SJCOG. Inc. &affwill sign the rrr-.1 Ms "lllis <br />is the effective date of the ITMMs. <br />2. Under no circumstance shall ground disturbance ocrur wit.hout compliance ~d ~tisfaclion of the ITMMs. <br />3. Upor1 issuance of full y executed ITMMs and priorto any ground disturbance, the project app licml mu st: <br />a.
