( ) Countermeasures for discharge discovery, response and cleanup (a)(3)(ly) <br /> In the event of a spill or leak, the following procedures will be hollowed: <br /> Response Procedures <br /> ® The person discovering the spill will immediately report it to the Batch Plant <br /> Operator. <br /> ® If the spill occurs during a loading or unloading operation, the employee <br /> discovering the spill will attempt to isolate the leak if appropriate and if it is safe <br /> to do so. <br /> ® The first employee arriving at the spill site will shut down all operations and all <br /> ignition sources. <br /> • The Batch Plant Operator will assess the nature and extent of the release and <br /> the potential threat to human health and the environment. <br /> The Batch Plant Operator will take immediate action to control the spill and to <br /> contain it within the site property. Use onsite bulk sand to construct sand berms <br /> to prevent flow into the roadside drainage ditch or southeastern perimeter ditch, <br /> and wherever liquid threatens to leave the site. <br /> The Batch Plant Operator will notify the site environmental Coordinator, KRC <br /> General Manager, and the KRC Environmental Manager if the release cannot <br /> be contained immediately or there is a potential threat to human health and the <br /> environment. <br /> The KRC General Manager, after consultation with the Batch Plant Operator <br /> and the KRC Environmental Manager, will determine whether a spill cleanup <br /> contractor is needed to assist with control and cleanup of the spill and will contact <br /> environmental regulatory agencies if appropriate. <br /> ® The Batch Plant Operator will prepare an "INCIDENT REPORT", see Appendix C. <br /> Notification <br /> ® If a spill_could. pose a threat to human health or the environment beyond the <br /> facility boundary, or exceeds one barrel (42 q on) the KRC General Manager or <br /> environmental specialist will immediately notify: <br /> San Joaquin County Office of Emergency Services (209) 963-6200 <br /> After hours San ,Joaquin County Sheriff Dispatch 911 <br /> ® if . sill exits the site, or.exceeds one, barrel_f42 alas) the KRC General <br /> ana er or. his designee will also notify: <br /> California OES State Warning tenter (800) 652-7550 <br /> t: en <br /> —tral Malley Regional Water t raality Control Board (916) 464-3291 <br /> US PA National Response Center (600) 424-8802 <br /> California Department of Fish & Wildlife (916) 446-.0045 <br /> San Joaquin County ice of Emergency Sorvices (209) 468-3962 <br /> the KRG General Manager or his designee will be prepared to provide the following: <br /> Exact facility address and phone number <br /> [;sate and time of the release <br /> 11 Type of material spilled <br /> An estirnate of the quantity of material released or spilled <br /> Exact release location, including the waterways which may be affected <br /> An estimate of the quantity spilled into navigable water- <br />
