The following is an itemized list of hazardous waste violations that have not been
<br /> addressed for QUEST INDUSTRIES LLC as of January 11, 2021.
<br /> Open violations from November 04, 2020 inspection
<br /> Violation#605-Failed to completely label containers or portable tanks of hazardous waste.
<br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling.
<br /> Outside, east of the compressor room,five 275-gallon totes,full of waste,were labeled"HAZARDOUS WASTE,
<br /> QUEST INDUSTRIES,2518 BOEING WAY, STOCKTON, CA 95206,waste number 181,ACCUMULATION DATE
<br /> OF 9-17-19°.The labels were missing the physical state, and the hazardous property.
<br /> In the boneyard,two 55-gallon containers,with an unknown amount of waste,were labeled"HAZARDOUS WASTE,
<br /> QUEST INDUSTRIES,2518 BOEING WAY, STOCKTON, CA 95206,waste number 181,ACCUMULATION DATE
<br /> OF 6-2-20".The labels were missing the physical state, and the hazardous property.
<br /> In the boneyard, one 55-gallon container,with an unknown amount of waste,was labeled"HAZARDOUS WASTE,
<br /> waste number 181, QUEST INDUSTRIES,2518 BOEING WAY, STOCKTON, CA 95206". The label was missing
<br /> the physical state,the hazardous property and did not have an accumulation start date.
<br /> In the boneyard,two 55-gallon containers,with an unknown amount of waste,were labeled"HAZARDOUS WASTE"
<br /> only. The labels were missing the name and address of the facility, composition of the waste, physical state,
<br /> hazardous property and the accumulation start date.
<br /> One unlabeled, open, partially-full 55-gallon drum of solid dark treated paint waste was observed outside, east of the
<br /> compressor room. This hazardous paint waste was sampled by the EHD and found to contain 51,000 mg/kg zinc.
<br /> The container was missing all hazardous waste labeling requirements.
<br /> In the treatment area, one open, unlabeled,white 5 gallon bucket contained treated paint waste. This hazardous
<br /> paint white solid waste was sampled by the EHD and found to contain 120,000 mg/kg zinc.The container was
<br /> missing all hazardous waste labeling requirements.
<br /> REGULATION GUIDANCE:All hazardous waste containers shall be marked with the following information:the
<br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition
<br /> (contents),accumulation start date.
<br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective
<br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department
<br /> (EHD)within 30 days.
