1 3 . 8 The Respondents violated HSC 25508 . 2 failed to annually review 2 and certify that the business plan is complete , accurate , and up to date . 3 The business plan information had not been reviewed and resubmitted in 4 the California Environmental Reporting System ( CERS ) annually . The 5 6 hazardous materials inventory shall be submitted by January 15 of each 7 calendar year and may be submitted beginning November 1 of the previous 8 year . This violation was cited June 29 , 2017 and was corrected July 24 , 9 2019 . 10 3 . 9 The Respondents violated HSC 25505 ( a ) (4 ) failed to provide or 11 document initial and/or refresher training to appropriate personnel . 12 13 Employee training records were not available at the time of inspection . The 14 business plan shall include provisions for ensuring that appropriate 15 personnel receive initial training and annual refresher training . This training 16 shall be documented electronically or by hard copy and shall be made 17 available for a minimum of three years . This violation was cited June 29 , 18 2017 and was corrected July 24 , 2019 . 19 3 . 10 The Respondents violated HSC 25505 ( c) failed to have the business 20 21 plan readily available to facility or EHD personnel . Facility could not provide 22 the Emergency Response Plan and the Chemical inventory upon request . 23 The emergency response plans and procedures , the inventory of 24 information required by this article , and the site map required by this section 25 shall be readily available to personnel of the business or the unified program 26 facility with responsibilities for emergency response or training pursuant to 27 this section .
