STATE OF CALIFORNIA California Integrated Waste <br />CIWMB 3 (Rev. 4/04) Management Board <br />INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br />AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br />SITE NUMBER: 39 -AA -0050 INSPECTOR: Garrett Backus <br />SITE NAME: SKS Enterprises <br />RECEIVED BY <br />INSPECTION DATE: September 14, 2006 OPERATOR, ,J <br />COMMENTS: <br />A routine quarterly inspection was done on this day. <br />1) Area of Concern — T14 CCR 17863.4 — Odor Impact Minimization Plan (OIMP) — This facility has not provided an <br />GIMP document to the San Joaquin County Environmental Health Department (EHD). Compost facilities must prepare, <br />implement, and maintain a site-specific GIMP. <br />Prepare and implement an OIMP. Submit the completed document to the EHD for review. <br />2) Area of Concern — T14 CCR 17868.3(b) — Pathogen Levels / Temperatures maintained — The compost windrow is not <br />reaching 131 IF or greater for 15 consecutive days. During the inspection, temperatures were measured at the 20, 70, 120, <br />170 and 220 feet locations along the windrow. 106, 132, 124, 120, and 110 IF temperatures were found, respectively. <br />The windrow reached the pathogen reduction temperature of 131 IF or greater at only one location. <br />Maintain compost windrow temperatures above 131 IF for 15 consecutive days at three consecutive locations in the <br />windrow to achieve the pathogen reduction requirements. Keep daily temperature monitoring and turning records. / 5 d 0.y..S <br />3) Area of Concern — T14 CCR 17869(4) — Feedstock and Compost Records — This facility does not have feedstock or x <br />finished compost quantities available for review by the EHD. <br />Record the amount in cubic yards, of chicken manure and wood shavings added to the compost windrow and the finished <br />compost produced. Keep these records available for review by the EHD. <br />4) Note — The facility sampled the finished compost on June 14, 2006 and had laboratory testing completed by FGL <br />Environmental. The fecal Coliform, Salmonella and metals results satisfy the requirements listed in T14 CCR 17868. <br />Laboratory testing must be done once for every 5,000 cubic yards of finished compost produced. <br />5) Note — The facility is taking temperatures of the windrow every day and keeping a written record. Temperature is <br />monitored every fifty feet at five locations along the 250 foot windrow. The windrow is turned daily. <br />6) Note - The feedstocks are chicken manure (produced onsite) and wood shavings. <br />INSPECTOR SIGNATURE: DATE: <br />
