STATE OF CALIFORNIA <br />CIWMB 3 (Rev. 4/04) <br />INSPECTION REPORT ADDENDUM <br />California Integrated Waste <br />Management Board <br />PAGE 2 OF 2 <br />AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br />SITE NUMBER <br />SITE NAME: <br />INSPECTION DATE: <br />COMMENTS: <br />39 -AA -0050 <br />SKS Enterprises <br />March 15, 2007 <br />A routine quarterly inspection was done on this day. <br />INSPECTOR: <br />RECEIVED BY <br />OPERATOR <br />Garrett Backus <br />1) Violation — T14 CCR 17863.4 — Odor Impact Minimization Plan (GIMP) — The facility submitted an GIMP document <br />to the Environmental Health Department (EHD) on February 7, 2007. The EHD reviewed the OIMP, found the document <br />incomplete, and sent a response letter to SKS on March 6, 2007. <br />Submit a revised OIMP document to the EHD for review. <br />2) Note — Feedstock and Compost Records — The operator states, in a letter dated February 2, 2007, that 12 cubic yards of <br />compost are produced every day per compost pit. Two pits are currently being used at the site. Each pit will produce <br />5000 cubic yards of compost every 416 days. Violation for T14 CCR 17869(d) is resolved. <br />3) Note — The facility sampled the finished compost on November 30, 2006 and had laboratory testing completed by FGL <br />Environmental. The fecal Coliform, Salmonella and metals results satisfy the requirements listed in T14 CCR 17868. <br />Laboratory testing must be done once for every 5,000 cubic yards of finished compost produced. <br />4) Note — The facility is taking temperatures of the windrow every day and keeping a written record. Temperature is <br />monitored every fifty feet at five locations along the 250 foot windrow. The windrow is turned daily. <br />5) Note — Compost temperatures for the north pit: 138°F (50 feet location), 136°F (100 feet) and 134°F (150 feet). South <br />pit: 140°F (50 feet).
