A SWFP is required to compost chicken carcasses. The facility has provided <br />Enforcement Agency Notification to compost manure and wood shavings only. A Notice and Order to Cease and Deist <br />the carcass composting operation was given to the facility operator on July 10, 2007. <br />2) Violation — T14 CCR 17863.4 — Odor Impact Minimization Plan (OIMP) — Cali Consulting, representing the facility, <br />submitted an OIMP document to the Environmental Health Department (EHD) on April 25, 2007. The EHD reviewed the <br />OIMP, found the site map incomplete, and sent a response email to Cali Consulting on May 21, 2007. <br />Submit a revised site map to the EHD for review and approval. <br />3) Area of Concern — T14 CCR 17868.1 — Sampling Requirements - The facility last sampled and tested the finished <br />compost on November 30, 2006. The facility generates 5,000 cubic yards of compost every seven months. Laboratory <br />testing must be done once for every 5,000 cubic yards of finished compost produced. <br />Sample and test the finished compost as specified in T14 CCR 17868 for fecal coliform, Salmonella, and metals. <br />4) Note — The facility is taking temperatures of the windrow every day and keeping a written record. Temperature is <br />monitored every fifty feet at five locations along the 250 foot windrows. The windrows are turned daily. <br />5) Note — Compost temperatures for the north pit: 138°F (130 feet location) and 140°F (190 feet). South pit: 138°F (70 <br />feet) and 152°F (120 feet).
