e <br />L'3 <br />Comments Continued: <br />2. Violation 14CCR17854 - Comp Mat Hand Facility Permit - The compost piles in Honen 9 contained approximately 28,000 dead chicken. That <br />composting activity was not approved by EHD or CIWMB. The facility currently does not possess the Compostable <br />Materials Handling Facility Permit. The facility did not notify the EHD prior to commencing this activity. <br />a. Cease this activity. <br />b. Obtain permit as described in Title 14 of California Code of Regulation. <br />3. Violation 14CCR17863.4 - Odor Impact Minimization Plan - The facility does not have the OIMP that address the composting of the dead chicken. <br />a. Cease composting dead chicken. <br />b. Submit OIMP to EHD for approval. <br />Note: <br />1. On October 3, 2007, the EHD held a meeting with the representatives of SKS to discuss the issues observed during previous inspection. SKS <br />representative submitted OIMP to EHD at that meeting. <br />2. The operator takes temperature and turns the windrow everyday. At time of inspection, the temperatures were taken at different location. The <br />temperatures range from 110 to 116 F. <br />3. The operator removes 7 inches (10 yds) of finished compost from each windrow daily, according to Jaimie. <br />4. Per receipt, the finished compost is sold to All Safe Industries in Lodi, Ca. There is no record of sale to Hyponex, the company listed in OIMP. <br />
