SKS Enterprises <br />23709 E. Brandt Road, Lodi, California <br />Michael Kith, Lead Senior RENS, of San Joaquin County Environmental Health <br />Department conducted quarterly routine inspection at SKS Enterprises, 23709 E. Brandt <br />Road, Lodi, California on March 21, 2008. During inspection, Michael Kith asked <br />Jaime, Manager, of SKS Enterpises, the status of Honen 9. Jaime informed Michael Kith <br />that he started composting in Honen 9 three days ago. Michael Kith informed Jaime that <br />the Honen 9 project had not been approved yet. Jamie claimed that the project had been <br />approved by Robert McClellon, RENS, Program Coordinator, of San Joaquin County <br />Environmental Health Department and showed Michael Kith the work plan titled <br />"California Composting Project Revised 3/13/2008". Michael Kith reiterated that Robert <br />McClellon informed Michael Kith today that the project had not been approved, and the <br />Honen 9 should not have anything in it. Mark Bland, D.V.M & M.S., of Cutler <br />Association informed Michael Kith that Mark Bland submitted the requested information <br />to Robert McClellon last week. Mark Bland added that since Mark Bland did not receive <br />any responses from Robert McClellon, Mark Bland assumed that the project was <br />approved, and on Tuesday there was an opportunity for Mark Bland to start the project, <br />Mark Bland took it. <br />In Honen 9, Michael Kith observed 5 piles, leachate on the floor and strong odor. <br />According to Mark Bland, the first pile contained wood shave only; second pile contained <br />7,000 chicken, wood shave and manure; third pile contained 7, 000 chicken and manure; <br />the fourth pile contained 7,000 chicken, wood shave and manure; the fifth pile contained <br />7,000 chicken and manure. The leachate from the second pile escaped the berm <br />surrounding the pile; the third, fourth and fifth pile released leachate onto the floor, there <br />was no burm surrounding those piles. <br />Mark Bland asked Michael Kith on what needed to be done. Michael Kith informed <br />Mark Bland and Jaime that since it was an unapproved project, Michael Kith would not <br />accept or inspection that project. Michael Kith would only observe and document what <br />was going on. It was up to Robert McClellon. After consulting with Robert McClellon, <br />Michael Kith informed Mark Bland and Jaime that since this was the D.A. case, Michael <br />Kith and Robert McClellon would leave it to the District Attorney's office. <br />Mark Bland informed Michael Kith that Mark Bland took full responsibility for the <br />misunderstanding and was willing to remove the compost to the landfill. Michael Kith <br />informed Mark Bland that Robert McClellon must approve any actions to be taken with <br />those compost piles. <br />
