In-Service AST Inspection Report <br /> Formal External Inspection of Tank 2 <br /> CDCR—NCYCC <br /> Page 6 <br /> 1. The operational vent must be installed on the Tank's primary compartment.The inspector observed <br /> an undersized operational vent installed on the Tank.Adequate operational venting is required for <br /> continued service of the Tank. Install at minimum, a single 4-inch diameter operational vent,with <br /> no reduction in pipe diameter, on a minimum 4-inch diameter Tank port. <br /> 2. The inspector noted that Tank shells and piping surfaces had areas of paint failure. The coating of <br /> Tank shells and piping should be maintained intact. Failed coating and surface rust and should <br /> be removed, followed by application of a protective coatinm for continued service of the Tank. <br /> 3. The liquid level gauge read approximately one foot, 9.5 inches and manual liquid level <br /> measurement was one foot,7.5 inches. Calibrate the liquid level gauge to a difference of one inch <br /> or less from the manual measurements. <br /> 4. The inspector noted exterior product staining near the top-mounted submersible dispenser pump. <br /> Evaluate the operability of the dispenser pump. Clean the exterior of the Tank to be able to <br /> identify new leaks. <br /> 5. Based on the STI SP001 Standard,the interval until the next certified formal external inspection <br /> is 20 years and should take place on or before September 9,2041. If the Facility uses an alternate <br /> standard or chooses to provide "equivalent environmental protection" in lieu of routine integrity <br /> testing,the method and schedule for such should be included in the Facility's SPCC Plan. <br /> a. The Facility SPCC Plan requires the use of SP001, monthly and annual inspections are to be <br /> completed by the Tank owner/operator. Refer to the checklists contained in Attachment B. <br /> These documents are to be completed by the owner or operator on a monthly and annual basis. <br /> All records should be maintained at the Facility for a period of 3 years. <br /> b. The inspection checklist may be modified for Tank-specific applicability; however, the <br /> inspections must remain substantially equivalent.Deviations or alterations made to STI SP001 <br /> Standard monthly and annual inspections that are not substantially equivalent should be <br /> discussed in the Facility SPCC Plan. <br /> Inspector Recommendations for Continued Tank Service <br /> The following recommendations are based on good engineering practices to extend the useful life of the <br /> Tank and to limit minor leaks and spills during operation of the Tank. <br /> 1. Test and adjust(if necessary)the overfill prevention shutoff valve annually in accordance with <br /> manufacturer procedures. <br /> 2. Periodically check for water inside the primary compartment and interstitial area consistent with <br /> the monthly and annual inspections. <br /> 3. Provide training for personnel performing the monthly and annual inspections to include <br /> identification of the applicable Tank equipment and proper completion of the forms. <br /> 4. Properly label the Tank consistent with local Fire Code which may include NFPA diamonds, <br /> warnings, and description of contents. <br /> Suitability for Continued Service <br /> The following inspection actions are required as a Category I Tank: 20-year formal external inspections <br /> and periodic(monthly/annual)visual inspections. Federal, state and/or local regulations may require more <br /> frequent inspections of the Tank. <br /> Based on the STI criteria and results of the current external inspection, items 1-4 under Recommendations <br /> for Continued Tank Service must be completed for Condor to formally approve the continued use of the <br /> 1'y <br /> i�1 CONDOR <br />
