• Drivers of used oil transport vehicles will be trained in the transfer of used oil containers to the <br /> transport vehicle. <br /> • Drivers of used oil transport vehicles are to remain on site during the transfer of used oil from <br /> the storage tank to the transport vehicle. <br /> • Spill kits will be available for active containment during oil transfer. At least 50 pounds of a loose <br /> absorbent material or equivalent will be available for containing spills of 25 gallons or less. <br /> Absorbent material is available from the HazMat Specialist or Auto Shop. <br /> 8. Petroleum Spill Contingency Plan <br /> The two major objectives of spill response include: <br /> • Minimize short-term or immediate hazards to personnel and the environment. <br /> • Assure recovery and long-term use of the affected area. <br /> The success of a spill response depends on how quickly appropriate personnel are notified and cleanup <br /> activities are initiated. The discharge rate of flow from the AST's would most likely be low to moderate <br /> unless the release was catastrophic, which may significantly increase the rate of flow. The discharge rate <br /> of flow from a petroleum transport truck could be high if the petroleum is discharging from the transfer <br /> hose. <br /> 8.1 Immediate Actions <br /> 8.1.1 ASTs at the Vehicle Fueling Station <br /> • Call the Central Security x6106 and Plant Operations x6351. <br /> • Determine the source of the spill. <br /> • If safe, attempt to stop flow by shutting off the dispensing equipment <br /> — The emergency shut off switch for the dispensers at the vehicle fueling station is located <br /> next to the fence North of the tanks. <br /> • Shut off ignition sources (e.g., motors, electrical circuits, open flames.) that could cause a fire <br /> in the vicinity of the discharged fuel. <br /> • Contain the spill to the immediate area and protect drainage systems or other access points <br /> to surface water. Containment methods include: <br /> — Dike the perimeter of the spill area (surround the liquid) using berms or sorbent booms <br /> — Block storm drain openings with drain mats or sorbent booms <br /> — Solidify the spill by an application of loose sorbent material <br /> • There is a spill kit located at in Plant Operations and Auto Shop. <br /> 8.1.2 AST's at Generators <br /> Follow the actions listed for the Vehicle Fueling Station, as applicable. The first action is to prevent <br /> flow of diesel into the storm drain opening.This can be done using an absorbent sock or dirt. <br /> 8.2 Notification Procedures <br /> Page 117 <br />
