Spill Prevention,Control and Countermeasure Plan <br /> For Northern California Youth Correctional Facility <br /> APPENDIX 1-1 <br /> COMPLIANCE INSPECTION PLAN REVIEW AND CHANGE LOG <br /> In accordance with 40 CFR 112.5(b) a review and evaluation of this Spill Prevention Control and Countermeasure <br /> (SPCC) Plan will be completed every five years at a minimum. It will be amended to include more effective and <br /> proven prevention and control technologies if these technologies significantly reduce the likelihood of discharge <br /> of oil from the facility.Amendments to this plan will be completed within six months of completing the review <br /> and evaluation. <br /> The plan shall also be amended whenever there is a "change if facility design, construction, operation or <br /> maintenance which materially affects the facility's potential for the discharge of oil into or upon the navigable <br /> waters of the United States or adjoining shorelines" 40 CFR 112.5 (a). Amendments to the plan shall be completed <br /> and implemented within six months of the facility changes. <br /> Any amendments to the SPCC Plan (increase or decrease of petroleum, construction, operation, or maintenance <br /> that materially affects the potential for a discharge of petroleum at the facility)shall be certified by a registered <br /> professional engineer, in accordance with 40 CFR 112.3(d).
