It was stated that because of
the relatively inert nature of the disposed materials, that this site could be regarded as a Class III
WDS per California regulations.
r _ + pany Gtass}t
The letter indicates that the LOF facility generates waste oil from diesel, hydraulic and lubricating
systems and that the oil does not contain toxic (heavy) metals, polychlorinated biphenyls or
halogenated hydrocarbons. It was stated that due to a severe dust problem at their facilities
roadways, they would like to apply this waste oil to certain roads within their plant boundaries. The
plan would be to mix oil with gravel and place it on the road beds, then rent an agricultural
spreader to place oil on the roads, assuming approximately one gallon of oil will cover 20 square
yards using this application method.
The letter also referenced a previous letter pertaining to classification of their WDS. Their appears
to have been an issue related to the percentage of wood to be discard; therefore, LOF stated that
they were in the process of segregating materials that were presently in the disposal area. Wood,
plastic and metal were planned to be removed and disposed of at the County landfill or sold as
scrap and only inorganic materials such as glass batch or cullet (broken glass) were to remain for
disposal at the plant. They stated that the majority of waste at the site will be inorganic glass batch
materials and cullet.
1933
The letter referenced previous letters/correspondence between LOF and the Water Board
pertaining to classification of the LOF WDS. The letter stated that all glass batch dust be removed
from the property and properly disposed of at a Class I Landfill.
-till - ;w _ .8 . ,t ' urs*; letter b
N ..__ v
Ninyo&Moore 1 500 E.Louise Avenue,Lathrop,San Joaquin County,California 1 104690095 1 August 11,2017 14
