A to y a
This email from the LEA asks whether any work has been done at the site since the waste pile
was removed and states that quarterly inspection was conducted in March and the only change
noticed was that the trench on the north side of the locked gate (T62?) had been filled. It was also
stated that the trenches on the west side of the perimeter fence (T29) are still open and are
becoming difficult to observe due to vegetation growth onsite.
Comment: Typically exploratory trenches are excavated, observed, logged and documented
(photographs), sampled, and backfilled the same day to avoid potential environmental or physical
hazards.
This report provides some information of the site investigations and remedial action activities
conducted at the site. It also provides some of the information that was previously missing such as
summary tables of metal analytical results. However, information to confirm the adequacy of waste
characterization and delineation was not provided and information to support that wastes were
adequately removed from the two waste disposal cells was not provided. For this summary document,
Ninyo& Moore comments(blue font)are provided following AGE statements(black, italics).
In 1986, the handling of glass waste in the southern area of the site was terminated. Cover(native
soil) was placed over the glass management area and sloped for drainage. Comment: please
provide the source of this information and indicate who placed the cover soil, the lateral extent of
the cover soil, and a summary of the cover thickness based on this source and results of the AGE
site investigations in this waste disposal area footprint.
"Trenching of earth" within the former glass management area footprint and surrounding areas
was conducted to evaluate the limits of wastes (T1 to T23) and to provide for additional trench soil
evaluation and sampling (T24 to T91). Trench locations are illustrated on Figure 2. Comments:
Based on the table, from trenches T1 to T23, samples analyzed were only from a depth of
approximately 5 feet bgs. Typically this is not how a waste investigation is conducted and it is
not clear without looking at each individual trench log, whether the samples analyzed consisted of
soil, soil mixed with wastes or underlying/adjacent soils. Typically when conducting a waste
investigation project (e.g., characterize/delineate wastes), samples are collected from the
surface/near surface to evaluate the potential presence and adequacy of the cover soils, within
Ninyo&Moore 1 500 E.Louise Avenue,Lathrop,San Joaquin County,California 1 104690095 1 August 11,2017 49
