Mattu [EH] <br />Subject: FW: Request for Conference Call - 500 E Louise Ave, Lathrop <br />Hi Robert and Harprit, <br />Here are some notes Glenn and I exchanged regarding BL's latest email. <br />Talk soon <br />Sabra <br />From: Young, Glenn@CalRecycle <br />Sent: Thursday, October 26, 2017 3:09 PM <br />To: Ambrose, Sabra @Cal Recycle <Sabra.Ambrose@ CaIRecycle.ca.gov> <br />Subject: RE: Request for Conference Call - 500 E Louise Ave, Lathrop <br />Sabra — <br />Assessments — define horizontal and vertical extents on property pursuant RWQCB requirement (primary issue was to <br />"go to native" in the building footprint area, e.g. trench logs or boring logs must clearly indicate that native soils were <br />encountered at the bottom of the boring or excavation. <br />Perform testing of the waste disposed of on site using the DTSC Burn Dump protocol analytical requirements (including <br />glass and baghouse wastes). It is also apparent from the excavation activities that AGE conducted —that there are other <br />types of wastes disposed of at the site, e.g. materials discovered that go beneath the power plant property (burned <br />materials, metal, etc.). There should also be LFG monitoring conducted for the site including the installation of LFG <br />monitoring wells and an LFG monitoring program (for at least one year). <br />Reporting for PCLU — ensure that the PCLU meets the requirements of 27 CCR 21190; even though any debris will be <br />removed from beneath the building — 21190 requirement apply since waste has been left adjacent to the building. <br />There for the building should have a venting layer, geomembrane, continuous monitoring system, etc. The building <br />plans and specifications showing incorporation of 21190 requirements should be attached to the PCLU plan. <br />Glenn <br />From: Ambrose, Sabra@CalRecycle <br />Sent: Thursday, October 26, 2017 2:47 PM <br />To: Young, Glenn@CalRecycle <Glenn.Young@CalRecycle.ca.gov> <br />Subject: FW: Request for Conference Call - 500 E Louise Ave, Lathrop <br />Glenn, <br />I cut and pasted Bill Little's agenda for 11 AM tomorrow. <br />I want to make sure I am prepared. <br />We have the data gaps address already through Rob. <br />As for "future assessments" <br />"reporting for PCLU" <br />CalRecycle defaults to 20919 once we have a fina report showing proper closure. <br />
