TPH were not detected in the <br />three grab groundwater samples collected from the base of the North Waste Cell <br />(Table 6). <br />The waste removed from the North and South Waste Cells was transported to <br />Forward Landfill (Class II landfill) under special waste manifests in December 2015 <br />(manifests submitted to Geotracker). The Forward Landfill waste manifests <br />documented a total of 3,567 tons of waste glass, minor garbage and cover soils <br />disposed (December dates – Appendix C and all supplied to Geotracker). The <br />limits of the waste on-site are depicted in Figure 3 and Figure 4. <br /> <br />The LEA staff was on-site daily to observe and direct the investigation, excavation, <br />removal, and disposal of the waste at the subject property. <br /> <br /> <br />4.4. WASTEWATER APPLICATION AREA INVESTIGATION <br /> <br />Due to the former spray disposal of industrial wastewater at the subject property under a <br />Waste Discharge Requirement Permit (WDR), a specific directive was issued by the <br />Permit Compliance Enforcement Unit of the CVRWQCB to evaluate whether the past on- <br />site wastewater disposal activities resulted in site contamination conditions; the <br />evaluation was required as a part of removing the site from the WDR. In September 2017, <br />two (2) soil borings were advanced outside of the wastewater treatment area (to evaluate <br />background conditions) and eight (8) soil borings were advanced in the treatment area to <br />collect surface soil samples (one-foot), soil samples between five and six feet bsg, and <br />soil samples at depths just above the groundwater table at 10 to 11 feet bsg. Surface soil <br />and intermediated depth (5 feet) samples were analyzed for a specific list of analytes from <br />the WDR permit and tested for DI Wet analysis to evaluate the potential for leaching. <br />Chemical analysis of the twenty (20) soil samples did not indicate any need for <br />remediation or additional investigation. Additional detailed information about this <br />investigation was documented in the AGE-prepared, Soil Investigation Report – Waste <br />Discharge Area, dated 15 November 2017. The report was submitted to the Permit <br />Compliance Enforcement Unit of the CVRWQCB. <br /> <br />Due to the former on-site spray disposal of industrial wastewater, an additional directive <br />was issued by the CVRWQCB to collect surface soil samples in the proposed area of site <br />development to determine if the industrial wastewater applied to the irrigation field <br />contained dioxin and furans which could have impacted soil. On 14 November 2017, <br />a total of ten (10) soil samples were collected to evaluate the area (Figure 2). <br /> <br />Low concentrations of dioxins and furans were reported in eight of the surface soil <br />samples collected across the subject property (PNA-SS#1, PNA-SS#4 through PNA- <br />SS#10). Dioxins and furans were detected at a maximum TEQ of 0.0537 ppt in PNA- <br />SS#6. The regulated dioxin compound 2,3,7,8-TCDF was not detected. Yet, the <br />concentrations of dioxins and furans detected in the surface samples were significantly <br />below the RSL for industrial soil of 22 pg/g.
